    Season beef cubes with 1 teaspoon salt and pepper, then toss with flour until lightly coated.

    Heat 2 tablespoons oil in a large Dutch oven over medium-high heat. Brown beef in batches, about 3 minutes per side, adding more oil as needed. Set aside.

    Add remaining oil and onion to the pot; cook until softened, 4 minutes. Add garlic and tomato paste, cook 1 minute.

    Pour in broth and wine, scraping up browned bits. Add bay leaves, thyme, and remaining 1/2 teaspoon salt. Return beef to the pot.

    Bring to a simmer, cover, reduce heat to low, and cook 1 1/2 hours, stirring occasionally, until beef is nearly tender.

    Add carrots, celery, and potatoes. Cover and simmer another 30-40 minutes, until vegetables and beef are fork-tender.

    Stir in frozen peas and cook 5 minutes more. Discard bay leaves, taste and adjust seasoning, and serve hot.
