    Pat the meat dry and season lightly with salt and pepper. In a heavy pot, brown the meat in a couple tablespoons of the oil over medium-high heat, working in batches. Remove and set aside.

    Add the onion, bell pepper, and celery to the hot roux and cook, stirring, 5 minutes until softened. Add garlic and cook 1 minute more.

    Return the browned meat to the pot along with bay leaves, thyme, allspice, and cloves. Bring to a simmer, then reduce heat, cover partially, and cook 1 1/2 to 2 hours, until the meat is very tender, stirring occasionally.
